OVERVIEW

QTEL collaborates with schools and districts to review and evaluate EL programs and the quality of instruction offered to English Learners.

  • Detailed reviews of relevant program documentation and how they translate into quality instruction

  • Data collected through classroom visits, analyses of lesson plans, and student and teacher focus groups facilitated by QTEL team members that provide information on the status of instruction

  • Examination of the level of rigor, engagement, support and generativity of practice observed in classes and schools

  • Use of multiple stakeholder perspectives including central office administrators, principals, and teachers

  • Study methods such as structured and semi-structured interviews, thick descriptions of classes, and distillation of notes into a classroom observation protocol that measures the quality of instruction offered to ELs

  • Description and analysis of student achievement data

  • Recommendations and suggestions that include action plans for improvement
