WHAT IS QTEL?
WestEd’s QTEL initiative focuses on providing educators with research-informed, practical approaches to teaching English Learners, emphasizing conceptual understanding, academic practices, and language development. QTEL SUMMER INSTITUTES
Every summer QTEL holds professional development institutes for educators focused on the development of educator expertise to engage English Learners and all other students in deep, generative learning. During our summer institutes, participants experience and understand powerful models of learning which they are able to turn into school practices that cultivate global competencies and academic development for English Learners and all other students. Register now for our sessions in O‘ahu, Hawai‘i (June 9–13) or Santa Cruz, CA (July 21–25).

VIRTUAL PROFESSIONAL LEARNING COURSES
QTEL offers virtual professional learning opportunities, designed to help educators design rigorous learning experiences for English Learners while supporting their language and disciplinary development.
Our virtual courses consist of a four-module learning series that focuses on designing academically rigorous learning experiences for English Learners. To register for an open enrollment course or purchase a course for your local district or school, click here.

PROFESSIONAL LEARNING COMMUNITIES BOOK STUDY
Enroll in a six-module course that you facilitate within your school’s professional learning community. With your colleagues, you will read each chapter of a selected book with a focus, discuss it with through provided structured activities, and develop applications to practice.
This virtual book study is hosted on an online course-management platform. Completing all tasks, enables individual teachers to receive two units of graduate course credit through our partnership with the University of San Diego.

REIMAGINING AND ACCELERATING MATHEMATICS PARTICIPATION, UNDERSTANDING, AND PRACTICES (RAMP-UP) – BRIDGING 9TH GRADE MATH CURRICULUM AND PROFESSIONAL LEARNING
RAMP-UP is a three-week summer bridge program for rising ninth grade students. It is designed to challenge and support students to explore crosscutting concepts in mathematics, including patterns, networks, and equivalence. RAMP-UP offers students classified as Long-Term English Learners with rich opportunities to accelerate their achievement. The curriculum is freely available and for a fee, WestEd offers three days of professional learning for educators to understand and implement the curriculum in ways that maximize learning and language development.

ELEVATING ACCESS FOR ENGLISH LEARNERS IN MASTER SCHEDULING
Master scheduling plays a critical role in ensuring equitable access to rigorous, appropriate coursework for students designated as English Learners (EL). Research shows that EL students are often under-enrolled in core content and advanced courses, limiting their academic opportunities and postsecondary pathways. The Elevating Access service empowers educational leaders to design schedules that ensure EL students have equal access to courses, instructional support, and pathways for success.

DATA COACHING TO UNDERSTAND LONG-TERM ENGLISH LEARNER TRENDS
To reduce the number of long-term English Learners (LTELs), districts first need to understand how students become LTELs. This requires tracking individual student progress over time—not just looking at group averages or snapshots, which can be misleading. WestEd offers hands-on data coaching to help districts organize and analyze longitudinal data, uncovering patterns in how English Learners move through programs. We provide step-by-step coding support, review data outputs for accuracy and clarity, and facilitate collaborative sessions to interpret results. Coaching is flexible to meet partner needs and encourages cross-departmental collaboration among EL, data, and accountability teams.
